The central figures at the Congress of Vienna were the Foreign Secretary of the United Kingdom, Viscount Castlereagh and the Foreign Minister of Austria Klemens Wenzel von Mettern Metternich.

Castlereagh was primarily concerned with maintaining balanced powers, while Metternich based his diplomacy on the idea of legitimacy—that is, establishing and working with governments that citizens accept without force. The peace they brokered lasted until the outbreak of World War I.

 About the Author

Henry Alfred Kissinger served as the 56th Secretary of State, President for National Security Affairs, Chairman for the National Bipartisan Commission on Central America, a member of the President’s Foreign Intelligence Advisory team, and a member of the Commission on Integrated Long-Term Strategy of the National Security Council and Defense Department. He currently sits on the Defense Policy Board.

Dr. Kissinger is Chairman of Kissinger Associates, Inc., an inter-national consulting firm; a member of the International Council of J. P. Morgan Chase & Co.; a Counselor to and Trustee of the Center for Strategic and International Studies; an Honorary Governor of the Foreign Policy Association; and an Honor Member of the International Olympic Committee. Dr. Kissinger has received numerous awards including the Nobel Peace Prize in 1973.

Henry A. Kissinger graduated, as a National Scholar, suma cum laude, from Harvard, where he took his Ph.D. in 1954. He is the author of numerous books and articles on United States foreign policy, international affairs, and diplomatic history. A World Restored is Dr. Kissinger’s first book.
